#67 Reply always uses excerpt

If part of a message is excerpted and the message is
cancelled. The excerpt always gets pasted on the next
reply even if it isn't a reply to the excerpted message
and without actually pasting it. Change this to paste
the excerpt if the reply is done while the excerpt is
highlighted or if it is explicitly pasted in a reply
done at another time...
