#12 DB re-created when deleted

When a db is set as active db in CIA, when the db is deleted and CIA re-opened, the db is re-created blank and does not contain a title.

I think we should check if the db exists when opening an existing db. Also what happens when we delete a db while using it? (should we put a system lock on the db file?)
