Installation is pretty straight forward.
1.) Follow the instructions from here to install the plugin.
2.) Then add --laf javax.swing.plaf.metal.MetalLookAndFeel inside the netbeans.conf file. The process of changing Look and feel in Netbeans is described in much detail here
