Flour sacks are identified as 'kitchen items'. While they work as flour sacks in making bread, Willie in Britain won't buy from you what you get for him from Paws because they're 'kitchen items'.
Sorry, but this is a bug in the usecode (script) that comes with the game. It would have to be fixed in a mod, so I'm moving it to the 'features' category.
