There is at least one egg for Fog in Monitor, outside of the List Field to the SW. While the fog function was not implemented in the released game, it could be useful for modders to have this weather pallette available. For example, as part of a quest to clear it.

adding fog back would probably mean that we need to add a new weather quality (if that is even possible) to not make the original games use fog as they weren't for some reason even when an egg was set to
I took another look at the fog in the original. it IS buggy but I could trigger it on DOSBox.
In BG I found two places the fog occurs 1704, 2616 and 1608, 2616 - both on the ocean. And neither will reliably trigger sometimes yes, sometimes not, starting from the same savegame. BUT as I found out when I looked at SI there is a bug that the palette shift only shows once per start of the game. When you reload a savegame the palette shift won't show unless you trigger a gump (open inventory or hit alt+x to quite the game). But in SI the effect has some light rain added and that shows at least
so you can tell it works and then open a gump and the palette shift shows.

I think I might turn the fog effect back on and maybe add some rain if I manage.
