#135 improve weapon choice by unarmed party members?

Currently in both the original and Exult, a party member who is unarmed (or who just ran out of ammo for a ranged weapon) will grab the "best" weapon available from anywhere in their inventory (for a strange assessment of "best", as metioned here: http://exult.sourceforge.net/forum/read.php?f=1&i=338042&t=338042\). I think it would be nice if they would prefer weapons in the belt or back slots before rooting around in their backpack and other containers for a weapon. (This would allow you to choose the melee weapon you want your archer to fall back on if they run out of ammo, for instance.)
