It's roughly a year since 0.8.2 release. I plan to make a new release of what (little) content there has accumulated since. Likely still during this week.

I've never been a Windows developer, and I've used that OS very little in general. I've figured following out, but would not bet big piles of money that it's accurate.
After Windows build stuff has not been touched in a long time, it's got quite outdated. Not because etr would have gone much forward, but the tools needed to build etr (installer) have been deprecated, not working on Win11, and sometimes not even available any more.
So making a Windows build is not just a matter of following existing instructions, but some changes and updates are needed. I've made some progress on that front, and expect to get it working properly eventually.
At the same time I don't know when I will have time to have a good look at this again. Chances that these things will be in 0.8.2 are getting slim. More likely there's 0.8.2 release without Windows installers soon, and then there's going to be 0.8.3 once I get Windows stuff working.

At least etr is packaged to msys2 nowadays: https://twitter.com/msys2org/status/1656564380606054400 - but using that likely requires installing entire msys2 environment.
