[ext2resize] website docuentation updates

Neither the ext2resize home page nor the FAQ discusses whether the
ext2resize tools work with ext3 or whether the kernel patches are
needed (or even available) for kernels later than 2.3.  This would be
an easy and useful change to the web page.
