We could follow oasis' lead and use:

xpl-open.org
or
open-xpl.org

as it is an open source project.

However I believe there is a very obscure language already in 
existence with
the acronym XPL -
Some flavour of Pascal I think, I could find virtually nothing on it. 
We
could be facing a naming conflict...
