Expert Coder version 0.3 released

Changes from previous version:
* Basic functionality for serialization support was
implemented in the Xmi2 library.
* The Cmof library now supports XMI 2.0 serialization
(previous version only supported deserialization).
* A bug that was making impossible building from sources
in latests versions of Mono:: was fixed.
