I found what was wrong. It was unrelated to
Expectperl.

The scp host's public key didn't match the one in
user's .ssh/known_hosts file. Thus the command
actually prompted warning for unmatched keys rather
than "Password:". That was why the program timed out.

After updating the key in the file. User runs the test
program fine.
