Expanded Library (elib)

This is an attempt to provide a library in order to share C code in a code
reuse methodology way. I'm starting with a very basic library and then adding
to that from a library that uses the basic library. This project was started
just for the use of the project tools. The license will need to be GPL based as
that is where I started but some of the code could be covered by a different
license. I will attempt to identify the licensing for each file but if not
stated it will be GPL 3.0 or greater.
