#3 [INSPIRE] Unique Resource Identifier

To follow the Implementation Requirement 37 and 38, we need an Unique Resource Identifier as a value to identify an object.

For the moment, the current WMS doesn't provide this, and eXows doesn't implement any solution for this.

The idea is to add this URI to the recreated getCapabilities, this URI can be stored in the configuration or can be created on the fly depending on the configuration.. (to be discussed)
