#4 Topic tracking
At the moment the channel module isn't tracking topic
changes made by normal users, its only tracking its
own topics.
Need to add a parser for TOPIC lines, and throw it
through to the channel module (need to add a flag
allowing channel to subscrube to topic events) and do
the usual checking for access/flags before updating the
topic.

Chan needs to not try and set a topic on a synchChannel (in
services::) if the existing topic matches what it is going to set
it to, this would stop floods such as this:
