#20 quote.tcl not compatible with tcl 8.3

quote.tcl uses "file link" which is I believe added for
tcl 8.4. I found in an earlier exmh, instead of "file
link", "exec ln -s" was being used.

Sorry, I'm not a tcl user, so I don't know how best to
remedy this. It seems like something the installer
should patch.

Here's the relevant part of the log:
