For me on Sequoia, this did not get it through Gatekeeper -- I had to go into Privacy and Security in settings and explicitly allow an exception to open the app.  For future reference, it seems to be very picky about anything at all changing in the bundle _after_ the bundle has been signed and notarized, and there are a number of files that were added or changed:
