Ihe, When logged in as admin, you should be seeing the admin view of the dashboard, including an entry for Package Manager (see screenshot below). Could you try logging out of the admin user and logging back in? How about if you go directly to http://localhost:8080/exist/apps/dashboard/admin? Do you see the left sidebar as shown in my screenshot?
