[Exist-development] Why does MiltonCollection not implement DeletableCollectionResource?

Since MiltonCollection does not extend DeletableCollectionResource then the
default behavior is that the milton does a depth first traversal deleting
leaf documents and collections one by one.

This isn't very atomic so I am just wondering if there was a specific
reason it was chosen to have it work this way?
