If you give property *use.autodeploy.feature*=false or give property *public-repo* any other value than "http://demo.exist-db.org/exist/apps/public-repo/public/" then you can build without external interference. On my agenda is though to make the public repos distributed so that we have failover to cover these kinds of short outages.
