But it's not....I don't seem to be able to change the admin user's empty password to a new value
using the create user Ant task using dba-enabled credentials.

There is? It's not documented anywhere on the Ant Task page that I could see.  I agree that this
would be the better way to proceed, since the task is available.

I'll have to read the code to see what the format of the task is....we should update the
documentation to include this and any other implemented but not documented Ant Tasks.
