The reserved characters shall however never be arbitrarly encoded and 
decoded.

As I've said, eXist's behaviour is inconsistent in this area. When I 
started to work on XmldbURI, some users were reluctant to change their 
file names... hence the % encoding.

I should have been more strict then IMHO :-)
