[Exist-development] Enhancements to the configuration documentation

Hello folks,

I have been working on enhancing the configuration documentation for eXist on trunk (Courtesy of the U.S. Department of State).  It is in an interim state, but I would like some feedback.

I still have more to do, but am looking for feedback.  I will take all feedback and improve what I already have and port the enhanced documentation to the 1.4 branch on Sunday (Leaving out the new features like OpenID).
