While it is basically a good idea to make those interfaces more
pluggable, I don't like Evgeny's proposal to *replace* them with
XQuery. WebDAV or XMLRPC are critical components of eXist.

We also just don't have the development resources to work on too many
side-projects. We should stick to the really important stuff. The 1.4
release does seem to run very stable and I'm not ready to risk the
achieved stability by starting unnecessary redesigns. There are enough
things to work at in the core.
