Initial Commit

I committed the Exceptional repository files into SVN. You can access them at https://exceptional.svn.sourceforge.net/svnroot/exceptional. As always with LCL projects, I've broken the files down into adm (admin) and impl (implementation) directories, and from there into the different languages. In this case, it's Java (java) and C# (csharp) in the impl directory. Since we're currently focusing on Java, I recommend checking out from http://exceptional.svn.sourceforge.net/viewvc/exceptional/impl/java/trunk/ for most development work.
