#1 More universally readable help file

[Gullie Foyle]

The help file, eVote.doc, that is now included with the
2.52b1 eVote package is not easily read by someone
using a UNIX based OS. As this is one of the main OSes
that eVote will be installed on, I feel it would be of
great benefit to provide the information in a more
readable format.

I've translated the document to .txt and attached it as
a patch.
