[Evolveproject-design] Fixed winners being lame issue

I had changed the energytomass conversion factor which caused high 
energy bugs to be too fat, therefore being unable to move.  That's why 
you guys were seeing bugs near the light not moving.  They were too fat 
to move.  The value has been lowered accordingly =)
