[Evolveproject-design] Running with default directory for file chooser

Add a Program argument to your Run profile to set the default starting
directory of the file chooser.  If you use ${project_loc} then Eclipse
will send the absolute path of your project.  =3DD.  Or you can just
type in the path ie D:\Workspace\EvolveNet
