#3 Proposal for a Secure, Anonymous, and Open e-voting system

The following link has an outline of a secure hybrid electronic/web and paper-receipt system for registration, voting and verification. Since this EVM project looks dead, I'm thinking I may just go on my own, using either a secure gentoo to build up or ubuntu to cut out unnecessary extras.
