The voting machines won't typically have a keyboard
available for the voter. When write-in is selected, we
need an on-screen keyboard to appear.

QWERTY layout on the top half of the screen with a
space bar under that. Under the space bar, we want an
alphabetical layout. The voter can use either one to
build the text string.
