#11 bad checkbox behavior for cat catcher

When making a 4th selection for "cat catcher (Vote for
up to Three)", the bottom choice is de-selected. This
creates a clear bias for the options toward the top of the
list. The interface should simply reject the latest choice
until another is de-selected by the voter.

This happens when using ie 5.5. The checkbox
response is slow in this browser as well.

Using Netscape 4.79 the interface allows as many
selections as clicked, but gives the appropriate error
when the form is submitted.
