#22 evlogmgr should have option to renumber events

Sometimes I need to refer to a record by its record ID. It's kind of a nuisance to deal with 6- or 7-digit
record IDs when the log has only a few thousand records. I suggest that we add an option to evlogmgr to
renumber all the events in the log (1, 3, 5, ...) and/or the private log (2, 4, 6, ...).

Should you HAVE to renumber one log when the other is renumbered? I don't think it matters.

Renumbering records while evlview is running will most likely cause evlview to skip over records. ("Let's
see. When evlogmgr started its work, I had just displayed record #97,322,417....") Again, no big deal.
