#20 evlogd.c needs another code review

With all the features that we've added and/or ifdef-ed out in evlogd.c, it has gotten very crufty. main(), for
example, is about an order of magnitude bigger than any function ought to be. There are several other
issues, mostly minor but irritating, that need to be addressed.

We should do another code review of the evlogd.c file sometime soon.
