#25 Everything on IIS

Investigate into supporting IIS as a potential
platform. This means full Win32 support and
expanding on the initial investigation brought up in
[Everything on IIS]:

This is supported through IIS's perl for ISAPI filter
provided by ActiveState and has some different
ramifications which may or may not make it
possible.

Logging and other items will have to be involved in
the port, including removing any backtick notation
commands.
