#4 Provide a web-based front end for constraint specification

Currently, the event scheduler is a desktop
application and thus all data must be entered directly
into the application. However, it is desireable to
have some sort of web-based front end such that
various users could enter their constraint data via
the web. This data could then be placed into some sort
of format or repository accessible by the event
scheduler.
