#17 Enforce project file validation (via xml parser)

Currently, the XML parser used to read in project
files does not validate the file content against the
project data schema. This is risky since a non-
conformant XML file could potentially cause
unexpected errors. This issue can be resolved by
enforcing XML file validation against the scheduler
project data schema.
