Hi. How does one go about submitting plugins?

I'm working on a plugin for Eve-MEEP to handle R&D agent planning. How does one go about submitting it. Also, what's the best way to deal with extra data files third-party plugins might need? Can the updating system handle those with the distribution of the plugins, itself or would it be better to include said data in the .dll itself?
