#1 Support multiple schools in one database

currently the database design is only capable of
managing the teachers and students of one school.
However it would be useful if several schools could be
hosted under one GUI - this way student reps of a
region can easily out source all the surveys to one
central server -speeding up the spread of teacher
evaluation.
