#7 Tweet updated downloads - not only new ones

This plugin would be perfect if it could autotweet when downloads have been updated to a newer version, rather than only tweeting on newly added downloads. 95% of my files will remain the same, but they update constantly. I would like it to autotweet when they are updated as well. Such as when I check 'Check to update date stamp to current time' it will know to tweet when the time/date or the version number in the title has changed.
