I tracked the problem to a particular day:

cvs -q update -D "2003-03-09 23:59:59" works fine

cvs -q update -D "2003-03-09 23:59:59" does not work and displays the
same behavior as today's cvs.

I will track it further later today and let you know the gcc version.
