I recently encountered this problem after upgrading my server from Mandriva
2005LE to 2006.0.

It turns out that the current dhcpd sends the next-server address as 0.0.0.0
if the next-server line is missing from dhcpd.conf. Etherboot does not like
this, and rejects the DHCPOFFER.

According to the dhcpd.conf(5) manpage, the line should be optional,
defaulting to the current server address.
