I regularly use etherboot to install windows via PXE, I use a plain
vanilla etherboot 5.4 snapshot (current cvs) with a Linux isc dhcp
server. I can supply the config file if that helps too.

Which software are you using as a DHCP server? as the error you are
seeing indicates that the dhcp server isn't telling the client which
file to get form the tftp server.
