Yes, the tulip.c driver of Etherboot needs to be updated to support more
cards. It does not have the MII code of the Linux driver, which can
support well over 100 cards.

Many people would be very grateful to you if you added support for the
DEC 21xxx based cards. If I had one of those cards to play with, I might
have done it by now, but all my tulip cards are clones.
If you decide to work on rewriting the Linux driver for Etherboot, I'd be
happy to help. (I wrote the current tulip driver). I'd also love to get
hold of a 21xxx-based card for testing. If anyone wants to send me one,
I'll trade you a different card, or will buy it from you and pay shipping.
