#4 Adding inline annotation fails with BadLocationException
When inserting an inline annotation into the ACM Software Engineering Code of Ethics, in the paragraph numbered 3 (Short Version), a BadLocationException is thrown.
We need to alert the user if this happens, write a test case to catch it here, and then determine what the problem is.
