#3 can't change speech rate

When I try to change the speech rate in emacspeak,
using espeakf and festival, nothing happens.

I user the command M-x e d r and put various values of
speech rate: 300, 100 and 10. The command finishes ok,
but there is no effect.

I'm using:

festival 1.4.3-16 general multi-lingual
speech synthesis syste
festlex-cmu 1.4.0-6 CMU dictionary for Festival
festlex-poslex 1.4.0-5 Part of speech lexicons
and ngram from Engli
festvox-kallpc 1.4.0-5 American English male
speaker for festival,
