#129 Does not properly speak combining accents

Hello,

As reported on http://bugs.debian.org/822278 , espeak does not seem to support the combining accents: U+00E4 (ä) is properly spoken, but U+0061 U+0308 (ä but expressed as 'a' + combining diaeresis) is not.
