#258 Registrar fails to check REV field

The Registrar.exe tool registered a CR spreadsheet that had the letter "A" in the revision field and didn't provide an error or warning message. The filename reflected the registered CR number (i.e., CR05409, with no revision letter), but when it was processed, the Updater.exe reported the CR with the Revision letter (i.e., CR05409A).

The VerifyCRStatus.exe also didn't report the problem. The CR Status spreadsheet listed the CR without the Revision letter, and the filename matched this, but if it had opened the CR file it would have found a mismatch.
