#240 If CAT/SCAT Updated, should auto update entries

Category and Subcategory entries are explicitly created when some other explicit child entries are created. We can forceably add them, but the names must match. This is okay, except that we can then later update the CAT/SCAT entry (assume a typo) and then none of the explicit entries will be updated. The thought here is that if we want to continue enforcing the matching text rule, which is fine, then the tool should also force-update all corresponding entries whenever a CAT or SCAT is updated. So, if we update the text for one the Land Platform Categories, then the toolset should look through all country code values 1.1.0 - 1.1.255 for the corresponding Category entry and also update that. Note that this can in fact be automated, even for very complex matching algorithms, due to the applicability field.
