#170 Registrar crashes when adding beyond a CR that has no date

If the date field is not assigned in the CR Status file for the last CR entry, then registering a new CR will cause a crash. The workaround is to manually enter the date, but there is another defect to get the tool to generate the date if it wasn't supplied. This error should still be investigated even if that other defect is resolved.
