Summary: Library cleanup for Nested Class Delete

Initial Comment:
This patch fixes the Library cleanup code that is is 
onvoked when a nested class is deleted. This prevents 
extra garbage hanging arround in the library. Note: The 
upgrade code should cleanup any bad references. This 
patch addresses part of Bug number #563903 "Memory 
Leak in Libraries"
