Initial Comment:
This patch addresses issues the transport of Bulk 
transfer objects. It corrects problems with column 
names and table, and provides Bulk transfer objects 
with more intelligence with reguard to memory/disk 
storage. The BTO objects will now use the shared 
object store (disk) when the incomming object will 
consume to much local storage. This fixes problems 
with transporting very large objects. 

Installation Note:   

This patch is to a core system routine.

1), when loading no sessions should be on (This 
includes the redirector) 

2) Use the primative M Routine restore to load 
VESOTCPU.RSA.

3) Do ^VESOUXCD
